waybar: remove mouse scrolling from Pulseaudio module
...
otherwise it starts consuming up to 100% CPU
since the module already has built-in support for volume control with the mouse wheel,
and with an additional command to change the volume with the wheel, it connects to two sound servers

Swtich back from running apps with systemd
...
systemd integration for Sway is cool, but introduces a lot of
unexpected problems, such as race conditions. So switch back to classic
config-based systemd for autostarting services until all major problems
with systemd integration (sway-systemd) will resolved
